Toro’s experience in towing and heavy recovery has helped shape the approach behind the VOES expansion. Complex recovery operations can require wreckers, rotators, lowboys, environmental equipment, mechanics, traffic control, and experienced operators working together under pressure.

Technology can support that work through dispatch coordination, maintenance scheduling, documentation, and customer communication. The physical execution of a recovery, however, continues to depend on trained personnel and appropriate equipment.

The broader approach connects aircraft operations with the training and maintenance needed to support them. Pilots need aircraft and instructors, while aircraft operators need maintenance services and skilled technicians.

For VOES, the inclusion of aviation, maintenance, and emergency training reflects an emphasis on related operational capabilities. Toro also intends for his broader aviation activities to help create opportunities for people who face financial barriers to entering the field.

Using AI to Support Hands-On Operations

Planned Training and Community Support Initiatives

In addition to the VOES expansion, Toro is developing the Toro Opportunity Foundation, a charitable organization intended to expand access to training and assist people facing difficult circumstances. He wants his broader business activities to generate resources that can support those goals.

Two proposed initiatives honor friends Toro lost. The Javi C. Grant is designed to help eligible recipients pursue pilot training, while the R. Hudgins Grant focuses on aircraft repair and technical education.

The foundation’s proposed programs also include providing approximately one running vehicle per month when suitable vehicles and resources are available. The initiative is intended to help recipients address transportation needs related to employment, education, training, and personal safety.

Additional plans include short-term assistance for domestic violence survivors, potentially involving temporary hotel placement, employment assistance, and connections to other resources. These programs remain part of the foundation’s development plans.
